StimFlash is an external hardware capability that provides EEG -driven photic stimulation .
Here is the manual for StimFlash EEG - controlled photic stimulation software. This device uses the PC sound port to control an Audio-Strobe compatible device. These include the Nova Pro 100, PR-2X, Inner Pulse, and similar devices. It functions the same as the related MIDI-Flash product, but uses the sound port instead of a MIDI port.
It has replaced the now obsolete MIDI-Flash.
For a video showing its capabilities, see:

The StimFlash system is patented under US Patents:
6,931,275: System for reduction of undesirable brain wave patterns using selective photic stimulation, August 16, 2005.
7,269,456: Repetitive visual stimulation to eeg neurofeedback protocols, September 11, 2007.
